USDA Rural Development Funds For Social Entrepreneurial Projects

Has any social entrepreneur out there had luck using USDA Rural development funds for a social enterprise? I'm not that familiar with accessing USDA rural development funds but I know that they can be grants, 0% or cheap. I like cheap.
